Kwanza advances the Bulambuli–Moroto 132 kV transmission line after securing ERA development permit

Kwanza Infrastructure Group is pleased to announce that one of our special purpose vehicles has secured a permit from Uganda’s Electricity Regulatory Authority (ERA) to advance the development of the Bulambuli–Moroto 132 kV Independent Power Transmission (IPT) line in Eastern Uganda. The permit is an important early milestone for the project, marking the formal start of its development phase and underlining Kwanza’s commitment to strengthening the infrastructure that carries reliable power to communities across the region.

A strategic addition to Uganda’s transmission network

The Bulambuli–Moroto project comprises approximately 130 kilometres of double-circuit 132 kV transmission infrastructure connecting the Bulambuli and Moroto substations, together with the associated substation works required to integrate the new line into the existing grid. Transmission lines of this kind form the high-voltage backbone of a power system — the critical links that move electricity from where it is generated to the towns, businesses, institutions and households that depend on it.

By adding capacity and a stronger connection along this corridor, the project is designed to improve the reliability, quality and reach of supply in a part of the country where the grid has historically been thinner. It is infrastructure built not for its own sake, but for the services and opportunities it makes possible.

Strengthening supply to north-eastern Uganda

North-eastern Uganda, including the Karamoja sub-region, has long been among the more remote and underserved areas of the national network. Improving transmission in this corridor is about more than engineering: it is about extending the foundation on which economic activity and essential services depend. Reliable electricity supports healthcare facilities, schools, water systems, small and growing enterprises, and the everyday productivity of communities.

By reinforcing the grid toward the north-east, the project aims to help close that gap and create headroom for future demand as the region grows — contributing to a more connected, more resilient national power system.

Developed under Uganda’s Independent Power Transmission framework

The project is being advanced under Uganda’s Independent Power Transmission framework, which enables specialised private developers to participate in building and strengthening the country’s transmission network alongside public institutions. This approach brings additional delivery capacity and long-term discipline to a part of the energy sector that is essential to national development. The Bulambuli–Moroto line is among the projects helping to demonstrate how this model can work in practice.
